Enable debug logging

Enables debug logging for the project for one hour, or for 24 hours on the Enterprise plan. Episodes ingested while debug logging is enabled have a debug log (see graph.episode.get_debug_logs). On the Flex, Flex Plus, and Enterprise plans, the operation also enables ingestion tracing (see graph.episode.list_ingestion_traces); ingestion_trace_enabled reports the result. A repeated call starts the duration again.
